Appraisal Research On Traditional Industrial Cluster Sustainable Development

Since the1990s，industrial cluster as a emerging economy mode,not only isflourish in developed western countries，but also become a the important tool ofdeveloping country economy to "take off"． However with the reality of industrialclusters，especially traditional industry cluster’s emerging issues，more and moreresearchers pay attention to cluster recession phenomenon． They also found that，although the development of cluster force is powerful，but not all groups can besustainable development. Decline and the problems of cluster is worth thinking． Thisarticle is precisely based on this point． Giving new perspectives and views of thecluster sustainable study in order to promote the sustainable development of industrialclusters in China and put forward the relevant policy recommendations．The idea of this study is from the view of system theory．Systematology tells us，sustainable development of a industry or a regional is not only the real connotation ofsustainable economic, it also include content of social and ecologicalsustainability．Industrial cluster should be viewed as a integrated system as a fusion ofeconomy，society，zoology three subsystems． This position was the starting point ofthis paper．The sustainable development of industrial clusters should be the finalresult of three subsystems of sustainable development．According to the abovediscussion， this paper establishes a evaluation of sustainable development indexsystem including economy， society， zoology three subsystems developmentindexes．And the sustainable development of industrial clusters in the system theorythe first time to be proposed．As to selecting the evaluation model of sustainabledevelopment of industrial cluster，commonly used method often can not meet theactual needs of the evaluation．This paper attempts to put the ant colony optimizationalgorithm applied to the evaluation of sustainable development of industrialclusters．Thereby avoiding the index number differences caused by the limitations inthe application of the evaluation model．After the article of Dainan stainless steelindustry cluster empirical results show that，the three system sustainable developmenttheory with the facts，and the article on the ant colony optimization algorithm incluster sustainable development theory to solve the practical index system andinconsistent theory problem，which not only makes the evaluation index system andevaluation model universal applicability，also reached the" specific " the actualapplication effect．The results of this study show that，the sustainable development of industrial clusters have to realized on the basis of the sustainable development in economy，society，zoology three subsystems．If the economic，social，ecological and economicdevelopment is not harmonious，even if the economic is very ideal，the overall clusterdevelopment index also will drag on other aspects of development． Therefore，government policy will need around this point of view，in order to guide our countryindustrial cluster upgrading and to maintain cluster sustainable developmentmomentum and enormous economic contribution．...
