Under the increasingly fierce competition of market economy environment, the talent is playing a more and more important role in the organization’s development. How to play the biggest role of the talent is the primary task of the human resource management. Salary management as the key link of human resource management is an important mean to attract the talent and promote the work of the organization. How to use reasonable salary management method and design the compensation system which conforms to the development of the organization to attract the talent is a problem need to be solved by various organizations, including Guangzhou Municipal Housing Security Office, also is the core content of this study.According to the current domestic and international advanced theory of salary management method, combined with the actual conditions of Guangzhou Municipal Housing Security Office, this dissertation conducts a serious research and analysis on the current situation of compensation system of above-mentioned office’s contract-based employees, based on this, and proposes optimization scheme and security measures. First, this dissertation outlines the institutional function of Guangzhou Municipal Housing Security Office and basic situation of its contract-based employees and their salary, analyzes the current situation of compensation system of them, finds the existing problems and analyzes its causes with the method of questionnaire investigation, interview, checking reference, etc. Then, with the characteristics of contract-based employees of Guangzhou Municipal Housing Security Office, and on the basis of position analysis and evaluation, by using learned theory knowledge, this dissertation explore a scheme of optimization design of compensation system of employees to straighten out and standardize the systems and measures of salary management of employees. Meanwhile, it proposes security suggestions to ensure smooth implementation of the optimized compensation system.This paper is mainly on the basis of modern salary theories, around the task and goal of Guangzhou Municipal Housing Security Office, explores and proposes a compensation system of contract-based employees which is independent and also remain connected with the system of permanent staff, combined with the system of administration institution and particularity of its partial work. The purpose of this new system is full development of the enthusiasm and initiatives of employees’work and making sure to laying a talent resource foundation for achieving various tasks, also is for other public administration department’s reference regarding to employee management. |
