On The Optimization Of Local Fiscal Expenditure Struvture

Qujing is the second biggest city in Yunnan province,situated in the southwest frontier region of China.The problems on the fiscal revenue and expenditure of Qujing city represents main circumstances and constraint factor of underdeveloped areas of china in some degree. Thus.study on the expenditure structure of Qujing city has reference meaning to other citys in Yunnan province.and also plays an improtant reference function to second and third class city of china. QuJing city fiscal expenditure has made outstanding contribution to local economic and social development.While with the reform and opening in the past30years,the constant improvement of socialist market econmic and constant advancing of local financial system reform,present fiscal sytem and expenditure structure revealing its defects constantly,and form a barrier to the ecnomic and social sustainable development of Qujing city. So.Qujing city needs reform of fincacial system,especialy optimizing the structure of fiscal expenditure, to get the utmost profit of resources allocation.The Party Central Committee required local government to improve fiscal expenditure efficiency, to exert the best utility of limited financial ability. The most improtant part is to improve fiscal expenditure structure.Therefore,study on optimizing the fiscal expenditure Structure,establishing and perfecting public financial system Qujing city,Exploring ways of optimizing Qujing financial expenditure,has important significance to the harmonious and rapid development of social economy in Qujing city.There are five parts in this thesis.arranged as the following:Chapter one introduces research background and purposes, discussed the main present research of fiscal expenditure, the innovation and deficiency of this paper.Chapter two reviews the basic theory of fiscal expenditure structure.Chapter three Empirical Analysis on QuJing city fiscal expenditure scale and structure, try to establish concave functions to estimate QuJing City fiscal outcome and optimal scale of each expenditure items. Chapter four we can get some implications through comparative study on QuJing city fiscal expenditure and present research.The last Chapter summarize the existing problems of QuJing city fisical expenditure structure,and puts forward policy recommendations to optimizing the financial expenditure structure.
