Since the reform and open policy, our country’s old extensive pattern of economic growth led to the rapid growth of the national economy in China, but the increase in resources environment is at the expense of the serious damage, the resources and ecological pollution become one of the important bottleneck, therefore become obstacles to sustained economic growth in China. The scientific concept of development put forward effective solution to the resources and the economic growth of conflict. The scientific development outlook attaches importance to the comprehensive, coordinated and sustainable development, the economic development, political development, social development and people’s all-round development, the unity of the economic society and the population, resources, environment. Adhere to the comprehensive, coordinated and sustainable development, can enhance the economic strength of the conditions, gradually straighten out all aspects of economic and social relations, and promote the healthy and orderly development of the economic society more, coordinate resources and economic and orderly development.China is a big rare earth country, with the largest amount of rare earth reserves, consumptions and exports in the world. But China is not a powerful rare earth nation; we lag behind in the research fields of highpoint and still not transform the resources advantage to the economic advantage effectively. Chinese rare earth enterprises implement extensive operation, using lower price material as the main products to earn foreign exchange income, and constantly expand exports of rare earth, leading to excessive rare resources consumption and environmental pollution. In recent years, the government began to regulate rare resources trading, but some developed countries used it as a reason to put huge pressure to us with the international public opinion in order to force China to carry on the rare earth trading. The economic development levels of different regions are various, uneven distribution of interests cause that the government policies failed to meet the expected goal and to realize the sustainable development of rare earth resources. Therefore, using the dialectical and historical ways to research the trading of rare earth has important realistic meaning and theoretical value.This thesis took the theory of Socialism with Chinese characteristics, the sustainable development theory and international trade theory as the guidance, based on the thinking of the problems in the trade and the development of rare earth, from a variety of theories, using the intergradations of dialectics and economic analysis tools, put forward the strategies of China and policy suggestions which developed the trade and the industrial development about rare earth. This thesis roughly divided into five parts. The first part introduced the characteristics and the application of rare earth, expounded the related method of research and the main content briefly. The second part discussed the Chinese characteristic of socialism theory, the theories of sustainable development, the international trade theory and the international political theory, systematically summarized different scholars’literature researches to the trade and the development strategy about rare earth. The third part based on export trade, the interests of the state, environmental pollutions, resource characteristics and so on aspects, systematically analyzed the stage of basic present situation and the development tendency about the rare-earth industry at present in China. This thesis expounded the differences of the domestic and foreign trade and the development of rare earth policy. Through the researches of some different countries’resource strategies, summarized the common points of different countries’resource strategies, encapsulated enlightenments and experiences of related international experiences, pointed out the sticking point of the foreign trade and the development of rare-earth. The fourth part based on the front foundations of sections analysis, according with our country’s present conditions about rare earth, proposed stage basic strategies and national policies, briefly reviewed the different stages of the strategic planning points about rare earth. The fifth part summarized all the discussion of the thesis and emphasized the point about the development strategies of rare earth’s business.
