How to reform the rural credit cooperatives is the key question of the rural finance development in China. In fact, it is the quite important question must to be solved in the process of the economic develop in China. Scholars at home and abroad have carried out the study about the restructuring of the rural credit cooperatives for many years. According to the China Bank Regulatory Commission and other regulatory authorities, the objective of rural credit cooperatives reform is joint-stock system, which operates for commercial benefit. It’s said that the rural credit cooperatives must be transformed to the rural commercial bank.The structure of this paper is divided into three parts:The first part is Chapters1and2. The main content of this part is the research background of this paper, the research methods. This part also introduces the domestic and foreign rural financial theory and the rural credit cooperatives reform theory.The Chapter1discusses the research background of this paper, pointed out that the study of issues related to the restructuring of the rural credit cooperatives is to China’s rural financial problems.The Chapter2is mainly on rural financial theory and rural credit cooperatives reform theory. The rural financial theory is consist of the home and the abroad. The theory of the reform of rural credit cooperatives are mainly divided into four parts:the objectives of the reform, the reform models, the market environment of reform and the policy support of reform.The second part is consist of3,4,5,6chapters, this part of the paper is discussing the issues about the rural credit cooperatives restructuring.The Chapter3analyzes the strengths and weaknesses of China’s rural credit cooperatives over many years of development. At the same time, this paper points out the opportunities and challenges of the rural credit cooperatives at the background of the world economic integration. So the rural credit cooperatives must reform to shareholding system in order to breaking the bottleneck of development.The Chapter4systematically analyzes some common key questions of China’s rural credit cooperatives in the restructuring process. In order to solve this questions, the paper gives some advices and uses some cases to analyze the pros and cons.The Chapter5transfers to design some schemes, such as the corporate governance scheme, ownership structure scheme and so on.The Chapter6is a overall review of the restructuring of rural credit cooperatives on the basis of the full text of discourse and draw some conclusions.The third part is the Appendix1of the paper. The part introduces the rural credit cooperatives of A city as a case. The paper designs a financial model to forecast the situation of the rural commercial bank of A city, which is the commercial organization after the restructuring of the rural credit cooperative of A city.The main innovation of the paper as follows:Firstly, changing the tradition of research in Rural Credit Cooperatives restructuring. The tradition of research emphasizes too much on external factors, and ignores the questions in restructuring. Upcoming research focus from "what should be"、"why" to "how do"、" how to do"Secondly, the research is linking theory with practice. Introducing an actual case on the base of theoretical analysis. Making sure the programs designing in theoretically are suit for the actual case.Thirdly, varieties of analytical methods are combining. There are quantitative analysis、financial analysis and so on. Changing the research perspective for "macro" to "micro"The main inadequacies of the paper is:Firstly, the relationship about corporate performance and corporate ownership structure(including the relationship between ownership concentration, stock checks and balances, the largest shareholder control) can also using the panel data analysis and other more specialized econometric analysis methods to do in-depth analysis.Secondly, the paper focuses on microscopic analysis too much and refines the macro-background and the universality of application.Lastly, the restructuring of Rural credit cooperatives involving law、 finance and economic. The research perspective of the paper is from finance and economic. And the paper doesn’t do the research from perspective law、institutional economic and so on.
