Study On The Harmonized Development In Urban And Rural Areas Of Shenyang

It’s a basic requirement for construction of Well-Off Society and inevitablechoice of realizing coordination of sustainably development, which, is also a crucialstrategy to coordinate rural-urban development and promote rural-urban integration. Itwas announced in the third Plenum（Plenary Session） of the17th Communist Partyof China Central Committee that key to realize the target is promoting construction of“integration” on the basis of sustainably development theory to enhance agriculturaldevelopment foundation, and to finally realize rural-urban coordinated development.At the beginning of2010, as construction Shenyang economic zone became oneof country strategy, being core city in the economic zone government and municipalParty committee in Shenyang announced the goal to build core city of China in thetwelfth “Five-year Plan”. However, to Shenyang, a traditional industrial city, whoserural area is far behind its urban area, how to break the bottleneck that development indifferent areas are totally uncoordinated to promote the whole economic developmentby the two “wheels” of urbanization and industrialization in time, to strengthen theweaknesses, and to achieve rural-urban development coordinately, which would makeShenyang on the trail leading to a new round sound and fast development. This paperanalyzed problems confronting in development of rural-urban integration, andprovided refer for the development. Provided guidance and refer for policy,development of economic zone and other similar regions.By the vehicle of relative definitions and theories on rural-urban coordinateddevelopment, this paper studied advantages&disadvantages and core competition onthe basis of SWOT analysis, and disserted the construction of reform pilot base.Based on the advantages&disadvantages of industry, environment andcomprehensive strength, combining the opportunities and challenges to summarizeexperience and enlightenments from developed area abroad, this paper demonstratedthe content of rural-urban coordinated development on the views of solving realproblems to find a scientific way for Shenyang, and provided measurement for thedevelopment.This paper was divided into six Chapters.First Chapter was presentation that expressed the presentation of the problems,study background, relative study&practice domestic&abroad, study methods and structure.Second Chapter was theories study that disserted the content and essential ofrural-urban coordinated development on the basis of Lewis’ economic developmenttheory, G.Ranis-J.C.H.Fei’s theory and Todaro model to get proper one by comparingthese theories.Third Chapter was SWOT analysis, which, analyzed the status, particular andproblems confronting and ensured the advantages and disadvantages.Fourth Chapter was experience and enlightenments, which summarized thedeveloped countries such as America, Germany, Korea and so forth to point out theopportunities of China.Fifth Chapter was the path route, which emphasized the proper path route forShenyang.Sixth Chapter was measurement, which emphasized the measurement to ensurethe development.
