Hence the rural social security system urgently needsthe active involvement of finance and play a leading role in the building to enable farmers tofully enjoy the social security that the state provided.Heilongjiang Province, as the old northeast industrial base, as rapid development of themarket economic, the rural social security system in the condition of the planned economy in ourprovince can no longer meet the needs of economic development, encountered numerousobstacles in the reform process, the most pressing need to overcome the problem is the shortageof funds. Adequate social security fund is the material basis of the rural social security system forits existence and operation.
