China is the world’s largest steel production power now, and it is also the world’s largest steel scrap demand market. However, China’s iron and steel scrap consumption growth is much lower than the growth of steel production, and China’s iron and steel scrap consumption is lower than the world average consumption level, too. First of all, most of the steel of our country is used in engineering and construction industries, which have long collecting cycles, thus the volume of iron and steel scrap low. Secondly, lacking strict management, iron and steel scrap recycling and processing is in an extremely dispersion state, most of which is personal contracting or individual operating, not forming a systematic and comprehensive scrap metal recycle processing enterprise. All of these reasons caused the scrap recycle efficiency is low. Based on these, the article takes the Dalian Huajia Material Trade Industry Center scrap steel recycling as the research object, improving the utilization rate of resources as research purpose, to construct the Dalian Huajia Material Trade Industry Center scrap steel recycling network. The main content is as follows.Firstly, it comes up with the principles and objectives to build the scrap steel recycling logistics network, by analyzing the domestic and international scrap steel distribution and supply and demand condition, combining with the current situation of China’s scrap steel recycling logistics mode. According to the Dalian Huajia Material Trade Industry Center scrap steel recycling channels, it constructs the scrap steel recycling logistics network of the south of Liaoning Province, the Northeast regional as well as foreign scrap steel import.Secondly, it builds the reverse logistics network location model, which consists of logistics facilities, such as scrap steel generated point, collecting centers and distribution center and logistics facilities, by the established scrap steel recycling logistics network. And take Dandong city for example, to use genetic algorithms solved with MATLAB to verify the validity of the model.The rapid development of the modern logistics proves that applying logistics theory to carry out a research on an object of a flow system plays an important role in strengthening management and improving the efficiency of the economy. Logistics system theory provides us a new angle of view and means to study scrap collector system. Therefore, using the advanced experience of foreign scrap recycling as references, combined with the specific conditions of our country, we can establish and perfect China’s scrap reverse logistics system, which has vital significance to effectively preventing and controlling environmental pollution, at the meantime, promoting the scrap recycling and saving resources.
