Modern rural tourism has developed for more than20years in China. After entered thenew century, with the promoting of national policy, international and the domestic tourismmarket, rural tourism development impetus more, regardless of size or quality are greatlyimproved. Today, rural tourism has already become a leisure style which people loved.Chengde is rich in tourism resources. It is a world-famous tourism city in our country. It is thefirst tourism city in Hebei Province. The government of Hebei province wants to representChengde city as one of the province’s four-Beijing-Tianjin leisure tourist city, to promotetransformation and upgrading of tourism industry, to create the first brand in the Jingdongtourism circle, to build an international quality leisure tourism city. Chengde’s rural tourismas the organic components in city’s tourism development will promote the rural socialeconomic development and the progress of civilization means. The rural tourism is still inlow-level development phase in Chengde. The characteristics of rural tourism is notoutstanding, also the immanent latent capacity is not get sufficient mining in Chengde. It allrequires that, firstly, we must learn some guidance from the tourism development theory andthe advanced practice experience of tourism development in other areas, then, do a good jobin Chengde’s rural tourism development.The author of this thesis consulted a lot of bibliographies, sorted out the trail ofdevelopment of rural tourism at home and abroad, and specified the concept, connotation andchrematistic of rural tourism. By arranging, classifying and analyzing the main content of thestudy on rural tourism at home and abroad, the author pointed the weakness of study on it andillustrated the necessity of study on development of rural tourism. At the same time the authorsummed up the basic theory in rural tourism development, elaborated the content and themethod in the development of rural tourism, and discussed which we should pay attention tothe problems and the development of specific strategies in the rural tourism development inChengde, basing on related theory and taking the Xin Zhangzi county, Chengde city as anexample.The theoretical innovation of this article is: taking rural tourism development theory as aguide, conducting a detailed and comprehensive research on rural tourism development in the Xin Zhangzi County, Chengde City, conducting the system research about the rural tourismdevelopment in the Xin Zhangzi County. It is also in-depth analyzed the basic conditions innew rural development of rural tourism, the problems in the development process, theconcept of the "Flower and Fruit County" and the development of specific strategies.Chengde’s rural tourism and healthy, sustainable development provides a feasible theory, soas to promote the overall level of rural tourism in Chengde. Through this study, we also hopeto further improve the theory of the rural tourism development.
