Study On The PPP Project Pricing Mechanism Based On The Concept Of System

The huge demand for infrastructure and public product/project promotes thedevelopment of PPP mode in our country. The PPP mode can effectively solve theproblems of government fund shortage for public construction project and lowerefficiency of operation management. Pricing is the core and the key of successfulimplementation of PPP project. At present, researches of the PPP project pricingmechanism are the lack of systematic, and there are also many problems in practice ofPPP project pricing in China. So it is necessary to systematic optimize the pricingmechanism of PPP project, so as to exert its advantages.Firstly, the paper has defined the boundary of the research as public products,public projects and public rental housing, and specific for PPP project pricingmechanism. Based on the concept of system and other related theory, sets up a PPPproject pricing mechanism, and studies its space subsystem and time subsystemsstructure, key elements and operation rules. Space subsystem includes pricing subjects,pricing targets, the factors affecting the pricing and pricing methods as related elements,time subsystem divides whole life period of PPP project into three subsystems, periodbefore pricing, pricing period and period after pricing, then researches for thecorresponding pricing strategies. The paper also constructs the matrix organizationstructure of PPP project pricing system, and researches for the operation rules of PPPproject pricing system. Compared with traditional PPP project pricing model, finds thatthe system optimization of PPP project pricing mechanism can maximize the efficiencyof the PPP project system. Finally, uses the public rental in Chongqing as an examplefor empirical research, fully proves that the system view of the PPP project pricingmechanism has irreplaceable advantages in technical level, system level and efficiencyof management level.
