Farmers’ income and agricultural industrialization is the key issue of China’s ruraleconomy, rural economies of scale and process of agricultural industrialization in need offunding support, under the existing institutional arrangements the farmers, especiallylow-income farmers, their financing needs are not met. Conventional mortgage is notapplied in rural finance, financing poor then rural economy is difficult to get out thehistorical cycle of simple reproduction of the peasant economy. Researching andstraighten out the problem of farmers’ financing has significant importance for ruraleconomic development and social progress.China’s special situation and rural economic productivity and production relationsdetermine the characteristics of China’s farmers economically and socially disadvantagedposition, farmers’ differentiation and regional economic imbalances deepened thecomplexity of the rural financial support services. Starting from the analysis of the ruraleconomy, studying farmers behavior patterns based on the theory analysis, the relationshipbetween China’s rural economy and rural financial discusses that address China’s ruralfinancial problems should jump out of the scope of the rural finance from the ruraleconomy, from a comprehensive perspectives of urban-rural relations and.interrelationship of rural economic and finance. By tracing Legal and HistoricalInformation on the floating charge, compare it to other means of mortgage, that thefloating charge answers for mortgage set in the financing of rural production andmanagement. And discussed specific implementation of the floating charge for farmersfinancing, issues concerning the subject and object setting, registration, the crystallizationof the mortgagee to achieve specific aspects are discussed in detail, and farmers floatingmortgage perfection recommendations for improvement are also proposed. Finally,investigated rural finance and rural economic development in the history of the overallperspective, analysis the improvement of the rural financial system, and put forward someproposals that change the urban-rural dual structure.The defects of floating charge can be avoided by exerting some restriction on mortgager’s disposition, giving mortgagee power of supervision and introducingadministrative receiver system. Concluding to foster a fully competitive rural financialintermediation, limiting the powers of government are fundamental ways to improve therural financial system and develop the rural economy.
