Based on related HR theories and the statistics of survey, this article deals with thepresent cultivation model of college-graduate village officials in Chongqing and comesup with a new talent cultivation model and related system improvement. Firstly, inaccordance with the central Party’s related strategy, the Chongqing MunicipalGovernment attaches great importance to the cause of new countryside reconstructionand the cultivation of college-graduate village officials as well. And hence, it has set the“college-graduates—village officials—civil servants—leaders” cultivation model, andthe related personnel assessment system. Nevertheless, there are some noticeableproblems like inaccurate positioning of cultivation objectives, weak pertinence of latertraining and relative blindness in talent selection. Secondly, this article comes up withthe classified cultivation model of college-graduate officials. Under such a model,college-graduate officials will be classified into the ones for grassroots service, the onesfor rural wealth-attaining guidance, the ones for rural education, and the ones for furtherleadership. In order to carry out the classified cultivation model the article suggestsimproving the related system. The local government personnel departments need toformulate related policies and measures to improve the top-level design which coversthe talent cultivation positioning, classified cultivation, talent selection, localizationcultivation, village officials’ management objectives and incentive system. Finally, thisarticle proposes the “2+1” practice, which means two-year study at college and one-yearfield work as village official in the countryside, in selecting and cultivating the localstudents of vocational agricultural colleges for college-graduate village officials.
