China is the only country that there is more aquaculture output thancatching amount, and aquaculture play a dominant role in fishery inChina. Aquaculture contributes for expending the employment of farmers,optimizing the industry structure of country and meeting the increasingdemand of domestic and overseas. However the aquaculture industry hashigh risk, it suffered$6billion loss in the snowstorm in2008; in2010,the aquaculture in China suffered more because of the rainstorm andfloodwater. However, the steady development of aquaculture is in greatneed of insurance. Accelerate the development of policy agriculturalinsurance system is clearly pointed out in the Central CommitteeDocument No.1in2004,2005and2006, from where we can draw aconclusion that the policy attaches great importance to the insurance ofagriculture; aquaculture insurance is a large part of agricultural insurance,so the development of aquaculture insurance should also rise moreattention.I hope that through the study of flatfish in Shandong province, Liaoningprovince, Hebei province and Tianjin city, the farmers’ needs towardsinsurance could be figured out based on the field survey and study the decision-making behavior of the aquaculture farmers so that tocomprehensively understand the farmers’ awareness on aquacultureinsurance and their participation in the main producing areas. On thebasis of the existing studies, the paper use positive analysis methods ofeconomics, through the establishment of Logit choice model to carry onthe study. Hoping through the positive analysis, the aquaculture farmers’cognition and perception to the insurance of flatfish are morecomprehensive, and some references can be provided for the relevantdepartments to develop policies.Methods of analysis adopted in this study include:(1) the overallsampling method. The first-hand survey data is acquired through surveyand interview with farmers in the Hanku district, Changli county,,Beijingzi village, and Shidao town on the flatfish.(2) the method of acombination of theoretical analysis and empirical model. Based on thetheoretical analysis, the influencing factors are analyzed empiricallythrough the establishment of the Logit model.The results are as follows:(1) In the model including all the data, thevariables subside, year, attitude and loss_n, avmodel1, avmodel3andmodel2have optimistic effect; the variable corp and acreage havenegative effect.(2) For industrial aquaculture, the variable year and attitude have optimistic effect; the variable ag3subs has negative effect.(3)For non-industrial aquaculture, the variable attitude and year haveoptimistic effect; the variable corporation, acreage and avmodel2havenegative effect.So the conclusions are as follows:(1) Subsidies still promote theproportion of farmers to insure.(2) Risk aversion is still the incentiveaffecting flatfish farmers to make decisions.(3) The flatfish farmers arenot satisfied about the local agricultural company.(4) Fishers who havelarger size should be selected primarily when carrying on the aquacultureinsurance.(5) The potential customers of industrial aquaculture insuranceare the fishers whose age are between31and50years old and have anunderstanding of subsidies for agricultural insurance; the potentialcustomers of non-industrial flatfish farmers are pond farmers, especiallyin farming larger pond farmers.Suggests are as follows based on the analysis results:(1) Playing the roleof subside adequately and strengthening the management to governmentsand departments;(2) Strengthening the drum beating of aquacultureinsurance and boosting awareness of aquaculture farmers;(3)Strengthening the supervise and support to agriculture companies andestablishing aquaculture immense risk safeguard;(4) and chiefly establishing the major risk safeguard;(5) Improving the agricultureinsurance policy and regulations and playing the role of the governmentsadequately.
