In recent years, China’s overfishing of marine fishery resources has ledto the fisheries resources in a severe recession, China is the world’s first large fisherycountry, but the economic development of our fishery is the failure of the fisheryresources. Through analysis and comparison of domestic and international marinefishery management system, We believe that China’s marine fishing industry have thefollowing problems. First, part of the marine fishery resources facing thedepletion, the number of offshore fish stocks is decreasing; Second, offshore fishingcapacity far exceeds the level of sustainable fisheries are able to withstand; Third, thefishery ecosystem starts to degrade. This is not conducive to the sustainabledevelopment of marine fisheries and marine ecological environment. And in the longterm will hurt the interests of the fishermen. To improve our marine fisheriesresources and the environment, to enable the fishermen to get continuedbenefits, Marine capture fisheries management system must be innovative.The paper detailed analyzes the individual transferable quota system connotationand its implementation in the foreign effect. Using theoretical reasoning andcomparative analysis. Through the collection, collation and analysis of foreign-relatedresearch, especially the successful practice and experience of foreign. That theindividual transferable quota system has obvious effect for the improvement of themarine ecological environment, improve the utilization of fisheries resources.Combined with the situation of China’s marine fisheries, We believe that China’smarine capture fisheries management system innovation should on the basis of theexisting system, Combination fishing license system, the fishing quota system,closed fishing moratorium systems, etc. Select the most appropriate solutionaccording to the local marine environmental conditions.
