The transition to market economy is a major trend in the development of world economy. Since the end of the80th in the20th century, two totally different paths of transition from the traditional planning economy to market economy were formed; they are the radical reform path and the gradual reform path. Russia and China represent two paths respectively. Two counties chose different reform path, eventually lead to differences in the reform result. This difference is determined by the internal logic of the reform process of the two countries. Firstly, the difference in the initial conditions of the reformation of the two countries determined the difference in the reform objectives for two counties, inevitable lead to differences in two counties chose different reform paths; inevitably different paths require different specific measures to support the reform; secondly, the actual implementation capacity of the two governments in the specific implementation of reform policies eventually lead to the results of current reform of the two countries. It is because of China’s reform government is with more executive power than the reform government in Russia, therefore China’s reform strategy has been more effectively implemented, the reform effect is more pronounced. Thus, reform path selection is determined by the different social economic and political conditions, but the success of the reform depends on whether the decision-maker can chose a suitable reform policy under the actual reform background and condition. It is also largely subject to the reform process in the political environment and the implementation of the Government.
