A Study On The Sustainable Development Of Chongqing Inland River Transportation Based On The Combination Evaluation

Sustainable development emphasizes the coordination of the economy,ecological and social. Inland waterway is an important part of China’s comprehensivetransportation system. And it has the advantage of saving energy and protectingenvironments. So the sustainable development is the necessary way at present.Moreover, as the most important inland waterways hub in western, Chongqing shouldvigorously carry out the sustainable development. The study of the evaluation methodand theory is one of the most basic contents in Chongqing inland waterways’sustainable development.Since the concept of sustainable development is put forward, the evaluationmethod of the inland waterways sustainable development was researched by manyexperts at home and abroad. But any evaluation method is only a perspective of theobject. So, there would have some correlation amongn the conclusion of the differentmethods. Combination evaluation was made up by some optimized evaluateconclusions, so, it highlights the role of the part where related degree is big, andincludes the information of the low related method. This method has containedinformation of the objective method and subjective method, which could achieve wellevaluation results.Firstly, from the development degree, coordination degree and sustainabledegree this article constructs the index system to evaluate Chongqing inlandwaterways sustainable development, which aims to analyze and evaluate thesustainable development ability of Chongqing inland waterways. Secondly, this thesisselects the statistical data from2003to2010, obtains the comprehensive evaluationvalue of the Chongqing inland waterways sustainable development degree, throughthe comprehensive evaluation method of Rough Set, AHP and Grey Correlation Analysis respectively. At last, this thesis uses the combination evaluation method todetermine the weight of every evaluation method, and then confirms the finalevaluation value. The final result affirms the achievement of Chongqing waterwaytransport development in recent years, proves the policies from the nation andChongqing government, and improves the Chongqing waterway sustainabledevelopment from year to year.From the weight of the three methods in combination evaluation, Rough Set andGrey Correlation Analysis are objective evaluation method from the date itself; AHPtakes the most subjective component, so its weight is relatively low.From the evaluation results of the Sustainable development, the sustainableability development of Chongqing water way transportation is gradually raising. Theyear of2003is just in a weak sustainable level, and to the year of2010it achieves amid sustainable level. The quick improvement of Chongqing waterway sustainabledevelopment ability attributes to three reasons:On the one hand, in2007, Three Gorges Reservoir firstly gets to145meters, andin2009, to175meters. The175meters water storage of Three Gorges Reservoirmakes the reservoir level increase to level1from level3, then the5000-ton ship fleetdirectly to Chongqing, which brings a development opportunity to Chongqing inlandwaterway transportation;On the other hand, it is the series of policies on Yangtze river and shippingcenter announced by the center and Chongqing government, and the arrangementmade on ship standardization that has greatly improved the Chongqing waterwaytransportation infrastructure facilities and management environment condition;Finally, the attention paid by Chongqing administration departments of watertransportation enterprise management. For example, in personnel training, Chongqingadministration departments not only emphasize talent training, but also attach greatimportance to the comprehensive quality and professional skills of ascension of watertransportation enterprise personnel, and use limited financial and material resources toheld related trainings, which promote the construction of talent team of Chongqingshipping industry.
