Research On The Policy Of China Sports Lottery From Industrial Policy’s Perspective

Sports lottery in China has issued10years, now it has become a "pillar industry"in the sports production. The sports lottery industry have become to an importantsource of income in the sustainable development of sports in China. This study has acertain theoretical and practical significance for China’s sports lottery policy in thescientific formulation and effective implementation, and promote the healthydevelopment of the sports lottery industry, to speed up China’s sports lottery to thetransformation of industrialization.Through investigation of development status and existing problems of China’ssports lottery industry,a more comprehensive understanding of China’s sports lotterytype of policy and content, as well as the positive role played by the China’s sportslottery industry, this paper provides a reference for relevant administrativedepartments to further improve China’s sports lottery policies, using literatureresearch, expert survey and other methods. This article strive to industrial policy pointof view, analysis the policies of China’s sports lottery and make recommendations toimprove China’s sports lottery policy, thereby contributing to China’s sports lotteryindustry to industrial restructuring and development.In this paper, the main conclusions are as follows:1. The development of China’s sports lottery after four stages, the sports lotterymarket has begun to take shape, overall sales. The type and distribution of sportslottery is also increasingly rich and diversified trend. Lottery management systemwith the development of the sports lottery, has been formed. Different parts of thelottery sales imbalance. Although the overall development of the sports lottery, thereare also problems that can not be ignored. Issues such as legal and regulatory systemis imperfect, the publicity angle is not correct and there are misconceptions about theCommunity Chest there are problems, with the negative effects of social policy is notperfect.2. The summary of the policies of the existing sports lottery, that China’s sportslottery industry to take the mode of government management, government andenterprise integration, lottery competent rights or concentrated in the governmentdepartments can not fully enter the market, full sports lottery market-oriented. Sportslottery industry policy has not yet formed a complete system, the existing policycovers a range, not enough depth, and not be able to proceed from the industrial pointof view, the development and implementation of the policies of China’s sports lottery.Researchers of the sports lottery mostly for the sports lottery winning numbers, butnot enough for the basic lottery policy concern efforts.3. Based on industrial policy perspective, from three aspects of organizationalpolicy, technology policy, tax policy to analysis the sports lottery industry policy. Bythis research, we find out the organization policies also apply to welfare lottery andsports lottery, and also the little sports lottery market behavior specification; thetechnology policy is more involved in the lottery forms and sales methods, rarelymentioned on the play; the sports lottery tax policy is only involved in personalincome tax, while lottery sales tax by reference to the general tax policy. 4. Propose recommendations to improve the organizational policies andoperational mechanism of China’s sports lottery, technology policy and tax policy.
