Adjust Our Country Residents Income Distribution Gap Of Fiscal Expenditure Policy Research

How to narrow the excessive residents income distribution gap as soon as possible is agreat realistic problem needs to be solved, in order to realize sustainable and healthyeconomic development and construct socialist harmonious society in China. And fiscalexpenditure is an important means to regulate the residents income distribution gap. Themain purpose of this thesis is to correctly understand the main problems existed in thefiscal expenditure policy of regulating the residents income distribution gap and putforward some tentative ideas to perfect the fiscal expenditure policy through the researchon income distribution gap issues from the perspective of fiscal expenditure.This thesis includes five parts. The first part is the introduction, which introduces theresearch background and significance, research status of domestic and aboard, researchthinking, and research methods, etc. The second part discusses the basic theory of fiscalexpenditure involvement in the income distribution gap regulation from aspects of marketfailure and the financial function. The third part analyzes the status of residents incomedistribution gap in China, and describes the mechanism of educational expenditure, socialsecurity expenditure and agricultural expenditure regulating the residents incomedistribution gap. The fourth part deep analyzes the main problems existed in fiscalexpenditure policy of regulating the residents income distribution gap through detailedstatistical data. The fifth part respectively puts forward some ideas to perfect educationalexpenditure policy, social security expenditure policy, agriculture expenditure policy andrelated fiscal transfer payment system.The thesis thinks that the residents income distribution gap in China is excessive atpresent, and fiscal expenditure has obvious regulating effect on improving the income oflow-income group. Educational expenditure, social security expenditure and agriculturalexpenditure are the main fiscal expenditure policy tools to regulate the residents incomedistribution gap. However, the current fiscal expenditure policy has obvious defects. And itwill play an active role in regulating the residents income distribution gap by increasingscale of educational expenditure, social security expenditure and agriculture expenditure,distributing fiscal educational funds reasonably, optimizing fiscal social securityexpenditure structure, highlight the emphasis on fiscal expenditure program for agricultural,etc.
