Standard And Budget Implementation Mechanism Of Public Service

China’s economy has made great progress and people’s demand for publicservices has been increasing since the reform and opening-up, but our public servicesdidn’t developed synchronously. Experts have been studying it for a long time inorder to reform our public services, but there is no conclusions that what normativepublic services exactly is. What’s more, whether a normative public services havetheir standard is unknown, and if so, what is the standard?This paper is trying to present standards of the public services. The standards ofnormative public services should meet three basic conditions as follows: from theangle of macroscopic, a country’s economic development and social developmentshould be satisfied; from the angle of the middle, a certain of coverage and standardlevel should be satisfied; from the angle of microcosmic, performance such asprovision, operation and maintenance should be satisfied. Public service is normativeonly when the above three basic conditions are met, vice versa.（1） two assumptions:①social preferences of public services,②thehypothetical curve of economic development-social development.（2） normative utility function of public service:U_ps=U(D_opt；S_opt；P_opt)=U [U₁（D_e，D_s）,U₂（S_c,S_l）,U₃（X_s，X_o，X_r）].（3） three-dimensional model should be proved, such as Feasible surface of publicservices, the optimal of trajectories of public services and the equal utility curve of publicservices.According to the three standards of public services’ models, the operatingmechanism can be divided into macro, middle and micro levels.Based on the operating mechanism of public service, the last part of the paper isexplaining the key way of achieving these standards: decision-making mechanism atthe stage of budget making and auditing, the restraint and incentive mechanism at thestage of budget implementation, performance evaluation at the stage of budget assess,and the mechanism of rewards and punishments, error correction at the stage ofauditing and afterwards, and so on.
