Agricultural Mechanization Development Model And Mechanism For Promoting In Shandong Province

China is a large agricultural country, agriculture is the basic industries of theentire national economy, so the modernization of agriculture related to themodernization of the national economy as a whole. However, the low productivity ofagriculture, low level of industrialization, low economic efficiency have seriouslyhampered the process of agricultural modernization, in order to enhance the level ofagricultural productivity, we should improve farmers’ living conditions, promote ruralindustrialization and modernization through mechanization, the current co-ordinateurban and rural development is a hot issue. Our country is much less prominentcontradictions between the status and large-scale agricultural development offarmland fragmentation, which led to the irrational mechanization of agriculturestructure, unbalanced regional development and low agricultural service model andthe degree of industrialization, therefore the market demandprinciple-oriented, andsocial service is very important, we need agricultural associations and agriculturalcooperatives to provide prenatal, delivery and postnatal specialization of agriculturalservices, and form organizational system of agricultural operations, product transport,maintenance of equipment, technology research and development, personnel trainingand information services and other diversified services industry. We should alsodevelop large-scale operation, scientific management of agricultural enterprisesoperating system, optimize agricultural resource allocation to realize organizationindustrialization, and establish developmentfull-service agricultural developmentmodel with agricultural production, farmers’ income and rural economic. ShandongProvince is China’s major agricultural province, the level of agriculturalmechanization in the nation is top, So we use Shandong Province as an example tofigure out the problem of agricultural mechanization and summed up the innovativemodel of development and the promotion of agricultural mechanization mechanism,We can conclude promotion of agricultural development in Shandong Province andmake it to demonstrate agricultural mechanization in the whole country.In this paper, we analysis the characteristics and the development of theShandong Province of agricultural mechanization and review the stage of the problemcomprehensively, selected four typical cases, such as the innovation model ofagricultural mechanization. We use economics, sociology, management and other related knowledge to conduct a comprehensive analysis, in the end we can promotethe development of agricultural mechanization in Shandong Province.The first chapter is the introduction. The main idea includes background,purposeand significance of agricultural mechanization, and I also introduce this study of ideasHome and Abroad and the methodological framework to guide the full text.The second chapter defines the related concept of modernization of agriculture,agricultural mechanization, agricultural mechanization development model, and I usethe transaction cost theory, the theory of institutional change, property rights theory,the theory of economies of scale, specialization theory to analyze mechanization ofagriculture-related issues of this study.The third chapter includes four stages of the development of agriculturalmechanization in Shandong Province. And I introduce superiority and effectiveness ofShandong Province agricultural mechanization development status and characteristics.On this basis, I also analyze factors of the development of agricultural mechanizationfrom an economic, social, technological, natural, four aspects in Shandong Province.The fourth chapter describes four traditional mode, such as the household as aunit closed mode, farmers combined mode, the mode and agricultural households ofagricultural specialized households+Association with graphics in the form, and thenuse case to introduce four innovative overview of agricultural development mode,such as the government-led type, the driven key manufacturing enterprises type, theagricultural associations-led type, the professional cooperatives type. I analyze theoperating mechanism and evaluation analysis, and finally conclude that theagricultural mechanization development model of Shandong Province can achieveeconomies of scale and promote industrial agglomeration and regional economicdevelopment of the theoretical value.The fifth chapter introduces experience and enlightenment of mechanization ofagriculture in developed countries, and makes United States and Japan as an exampleto establish a government policy support system as the core, the formation ofdiversification of agricultural organizations and innovative agricultural service model,which can strength the research investment and promotion for long-term and stabledevelopment of agricultural mechanization.The sixth chapter put forward the mechanism for promoting agriculturalmechanization in the process of modernization of Shandong Province. This mainlydiscussed from several angles of the guiding ideology, basic ideas, protection mechanisms and the development of countermeasures. Among them, the basic ideamentioned in a vertically integrated service model to establish an integrated commandcenter, agricultural banks, agricultural associations, also introduced order service(menu-driven and packaged), the whole commissioned on behalf of the horizontalintegration of services, special services. The protection mechanism is from the fourperspectives of system security mechanisms, policy protection mechanism, securitymechanism, financing guarantee mechanism. At last I make the conclusion that weneed to set a large agricultural awareness, the formation of a government-based publicservice system, and also establish large-scale operation the basis of professionalagricultural service organizations rely on agricultural operations, transport,maintenance of equipment, technology research and development, personnel training,information services and other diversified services to the industrial system, andpromote leap-forward development of agricultural mechanization in ShandongProvinceThe innovation of this paper may reflect in:(1) make summary of the traditional development mode on the basis, proposedan innovative model of development of agricultural mechanization in ShandongProvince, including: government-led type, production enterprise-led type, agriculturalassociations-led type and agricultural cooperatives-led type. This can resolve thedevelopment of ideas for the development of agricultural mechanization in ShandongProvince.(2) analyze an innovative model of development of agricultural mechanization inShandong Province, reach a conclusion of theoretical value of the development ofagricultural mechanization mainly reflected in: the agricultural economies of scale,reduce transaction costs; professional achieve the formation of industrial clusteringpattern of agricultural development; to optimize the industrial structure, to nurture andgrow the regional agriculture the leading industry; to facilitate the coordination of thevarious regional differences,and to promote regional economic development.
