The Risk Management In The Wireless Video Monitoring Project

With the3G licenses issued in2009, China Telecom, China Mobile, China Unicom three operators have both fixed and mobile networks, the Chinese telecommunications market is a new pattern of three full-service providers competition, this situation would change the existing operators’ profit model, and the first one to achieve the combination of fixed and mobile network resources will become to the market leader of flow operating. Telecommunications companies have always occupied a dominant position in the fixed network field, but the mobile service field is a blank area after the dividing of Posts and Telecommunications operations, only establishing an efficient engineering construction and management mechanisms to adapt to changes in the market can enhance the enterprise’s competitiveness. Project management, as an important sub discipline of modern management science, has been introduced to China in1982for three decades, but it just applied in communications field. In the fast-developing market, more communications project management experience need to be accumulated, and the characteristics of the communication project management need to be explored by practice according to the development of the industry.This paper is based on the theoretical framework of the project management, combined with management of wireless network video surveillance project which is a Fixed Mobile Convergence (FMC) product of XX Telecommunications Company, elaborating the management methods of the project. Firstly the status of China’s telecommunications industry, the strength of several major communications carriers and the macro-market competition environment will be analyzed; then based on the XX telecommunications’strategic objectives the necessity of this project construction will be introduced; Subsequently the risks of the project planning, risk identification, qualitative/quantitative risk analysis, risk response and risk monitoring and risk management techniques will be deeply studied by combining theory and practice. Firstly, the innovation of this paper is combining the risk management and the feature of telecommunications FMC product, based on risk management identification technology, to identify and comprehensively analyze the different periods of risk events; secondly the risk of wireless video surveillance project of XX Telecommunication will be qualitatively and quantitatively assessed; Finally, the risk will be responded and monitored by using combination strategy and establishing a risk monitoring model, as a result, the project risks will be reduced and the success of the project will be guaranteed. Wish this research may help those who are engaged in the risk management of FMC project.
