Rice is one of the most important grain crops in the world, and the global production of ricehave reached700million tons in2011. As the world’s largest rice producer, China has remainedthe annual production about200million tons, ranking first in the world.At the same time, China isalso a big consumer of rice,2/3of population live on rice, especially in southern China. The totalannual consumption of rice reached194million tons in2011, of which80percent are took as foodconsumption. So the rice supply and demand balance is directly related to the food safety andsocial stability. Grain issue is one of the most importance problems in our life, but there are manyproblems in the fields of domestic and foreign trade, rice processing and consumption. With livingstandards increasing, consumers have more and more demands on rice quality. Recently the eventsabout cadmium rice, paraffin rice, artificial flavoring rice bring safety problems to the public.Meanwhile, As the primary process of food industry, middle-small scale rice enterprises that areaccounted for the main of China’s rice industry are small, scattered, low technology, incompleteindustry chain, low utilization of by-products, and restricted the development of rice industry.Rice industry has made great progress in the international and domestic market. The standardand the technology progresses of rice grain of our country have constantly updated, but theapplication of new technology is imperfect. In this paper, we take several small and medium-sizerice enterprises as object of study,through some methods of field research,experimental verification,literature searching, expert interview, a series of problems were found, such as the lack anddisassociations of standard, employees of low quality, insufficiency of data management,nonstandard operations, low resource efficiency. Based on these problems, we try to build astandardized, normalized and digitized quality management system with high feasibility.Take Quanzhou Jinsui Rice Processing Co., ltd as the main study enterprise, combinesHACCP,Green Food,Organic Food,Pollution-free Food with ISO14000and practical application.The system includes all segments of unprocessed food grains, inspection, store, process, qualitycontrol. The precise records are established in order to achieve the traceable purpose. And it carrieson the pointed prevention and administration about all of these problems. New product, newtechnology will be developed and apply to children and the old. As continuous improvement, theproduct quality becomes better. And this system achieves preliminary results.
