Since China’s reform and opening-up, the economic and social development in underdeveloped regions has been sunk into a dilemma of absolute growth and relative decline. Lack of a great amount of production elements such as fund, technology and talent, which serve for the development of agricultural and service industries, industrialization becomes an effective way to realize a goal of strengthening regions and enriching people. Abandoning industrialization must make a large gap between underdeveloped regions and developed regions, which bring about a weaker competitiveness and a shrinking endogenous growth capacity to the former, so that a vicious cycle of "poverty-low industrialization-lagging behind-further poverty" is born. Because of a long-term weak industrialization, underdeveloped regions are hard to catch up with the present level of industrialization in developed regions where low end of the industries are transferred to underdeveloped regions. This kind of industrial transferring as a route to increase industrialization for underdeveloped regions is against the overall policy guidance into adjusting industrial structure and changing the style of economic growth. It is more important that the traditional route of industrialization is harmful to ecological environment due to its large resources waste and severe environment pollution.Based on the existing theories and research with experiences and lessons in foreign countries, in light of the situation and prospects of Lishui prefecture, Zhejiang Province, the thesis enlightens the agricultural, service and industrial function of supporting local economy to state the necessity and feasibility for the industrialization in underdeveloped regions. Referring to the existing models of industrialization in underdeveloped regions, the thesis analyses Lishui prefecture’s space-time characteristics and relevant guarantee factors for industrialization, outlining the model suitable for Lishui prefecture’s industrialization. Then, a route with corresponding policy arrangement is put forward according to the strategic thought of lishui prefecture’s economic and social development.The purpose of the thesis is exploring an effective way for the industrialization of underdeveloped regions, forming a model of ecological industrialization, and giving a route of cultivating modern industrial system. The thesis provides a theoretical support for the necessity of the industrialization in underdeveloped regions, proposing a reference of model in order to reveal a specific characteristic for underdeveloped regions to develop industrialization:the industrialization of underdeveloped regions should be boosted prospectively, and at the same time the realistic situation of low level and imbalance of development should be considered; underdeveloped regions should increase its industrialization with a faster speed and a solid step by adjusting measures to local conditions, making full use of good policy and foreign aid, and giving full play to the advantages. The model of ecological industrialization combined with its route and corresponding policy arrangement makes up a completed system, with a practical significance for formulating and implementing relevant policies. The innovation of the thesis comprises several points as follows:first, enlightening the agricultural, service and industrial function of supporting local economy to state the necessity for the industrialization in underdeveloped regions; outlining the model suitable for the industrialization in underdeveloped regions; reveal a reasonable route for the industrialization in underdeveloped regions; forming a complete research system of "model-route-policy arrangement" for the industrialization in underdeveloped regions.
