With the wider application of Internet in organizations, a new form of deviant behaviors among employees come into being. A lot of employees tend to work to rule in the means of network during work time, for instance, chatting with QQ, playing computer games. This new form of deviant behavior in the workplace seems to be unique compared with previous ones, therefore researchers name it as cyberloafing. In recent decade, cyberloafing started to get concerned in foreign sphere of organizational behavior. This article aims to research on the structure of cyberloafing in Chinese employees, designs a cyberloafing questionnaire, also examines the differences of cyberloafing in each variants and the role of achievement goal between organizational justice and cyberloafing to analyze the influencing factors. Here are the major results:(1)Cyberloafing has a multi-dimensional structure, including space and entertainment, investment and financing, information and interaction.(2) This questionnaire has a good reliability and validity. The a coefficient of three dimensions range from0.736to0.896, and the a coefficient of total scale amounts to0.907. The reliability of each dimension and total scale are all above0.7which demonstrate a high reliability of internal consistency. In the light of construct validity, according to exploratory factor analysis, three dimensions of employees’ cyberloafing can explain60.023%of the total difference, which indicates that these three factors can represent the content of cyberloafing. Based on the results from confirmatory factor analysis, NFI, NNFI, CFI, IFI are all above0.90, close to1; RMR is lower than0.1, and RMSEA is0.12which means the structure of three dimensions are reasonable. (3) In order to inspect the differences of employees’cyberloafing in each coefficients, it is found that cyberloafing has significant differences in gender, age, job tenure and annual salary, but has not significant differences in education background, job nature, workplace nature and year of using network.(4) It is also found that organizational justice has a significantly negative correlation with cyberloafing, that is organization justice higher, cyberloafing lower. The further result of mediating effect shows that employees’achievement goal has a mediating effect partly on organizational justice’s influence on cyberloafing.
