Through the development of tourism in recent years Chang de, achieved scaleexpanding, image upgrading, market development and improved benefit of productionbased, also face a serious situation, existing lag. Tourism development, there are stillmany restricting and difficulties, and the government management can,t adapt to theneeds of the contradictions of tourism development is more outstanding. One of thekey problem, tourism administrative management system is not, thrust is not enough,the government in tourism management can not very well to adapt to the demand oftourism management.In order to adapt to the new situation of tourism development, and based on this,the author’s own practice experience and Chang DE city tourism development reality,through a series of research, based on the new public administration and public sectoreconomics perspective, according to our country the functions of the governmentmanagement of the macro requirements and tourism development situation needs,analysis of tourism management aspects of Chang DE city lags behind, the contrast oftourism development at home and abroad for government management distilledexperience for reference and enlightenment, put forward the development of tourismindustry Chang DE city government management innovation in the direction and thecountermeasures and proposals. That is, from optimization of tourism developmentenvironment, giving full play to the government’s functions of service and improvingtourism product structure to innovation tourism management system, the trainingtourism talents, establishing the mechanism of regional tourism cooperation, theintegration of resources such as propaganda force of the path. The administrativedepartments for provides has the rationale of the decision-making basis, to meet thegrowing public of travel demand.
