Based On The Governance Of Public Research Project Quality Assurance Mechanism

The construction of public projects produces a great influence on social, environmental and economic development,which requires to put into a lot of social resources,including manpower, material and financial.so,the quality of public projects will be the focus attention of all sectors and the point concentration of many scholars. In the process of reseaich,they find the deficiency of public projects quality assurance system and the lack of system execution,which are the most crucial factors to public projects’ quality.Therefore,in order to ensure the quality of public projects, this study focuses on how to perfect public projects quality’s guarantee system.First,this paper analyzes the nature of public projects governance, including the multi-agency relations,contract characteristics and the stakeholders involved,and summarizes the evolution history of project management since the founding,and the defect of existing governance model. Meanwhile,based on public project management theory and the internal requirements of practice,this paper is to structure a mechanisms framework of public projects quality assurance from three areas,which are "division and cooperation, competition and selection, credit and supervision".Then,according to the above framework,the paper make a depth study for quality assurance in public projects,discussed respectively the content and quality effectiveness of the three mechanisms,analyzed how to achieve the effective functioning of quality assurance mechanisms between organization and within organization based on formal and informal governance.Specifically,in the formal governance of division and cooperation, it proposes legal system,contract system, internal system,on the other hand,the informal governance contains culture coordination and communication,and so on. It proposed the legal and the selection system in the formal governance of competition and selection,at the same time,in the informal governance,which presented proposals to strengthen self-discipline and social ethics education. Credit and supervision,it proposed credit evaluation system and quality supervision in the formal governance,and the management constraints of industry associations,business reputation,moral values,public opinion in the informal governance.Finally, in order to enrich and improve the content of this study and research,on the basis of theoretical analysis,starting from the three mechanisms,one empirical research is carried out with the JH project.
