Rational planning and scientific operations of the logistics park has a very important role in the rapid and healthy development of China’s modern logistics. In recent years, with the rapid development of modern logistics in China, the development of logistics park planning and construction gets wide attention, and become the focus and the main features of the modern logistics development in many areas. Paper takes Haian regions as the background, and does research in the development and planning of the modern integrated logistics park. Paper focuses on the following several aspects:(1) Analyzing the socio-economic development of the Haian and surrounding area. The paper explore Haian region’s logistics market supply, demands and logistics development policy environment. Analyzing the present development situation of Haian logistics market from logistics infrastructure construction and logistics enterprise development. Based on that, we pointing out the development of modern logistics park in competitive advantage.(2) Systematically analyzing Haian region’s historical logistics data. Building the logistics demand model based on the theory of the gray system theory and the time series.(3) On the basis of predicted demand of the Haian region and the overall objective of construction of the Haian modern integrated logistics park, the paper takes the function orientation for "four platform, one comprehensive service, eight function center" and designs each function division of the space layout according to a certain planning principle.The paper also analysises the traffic situation in the logisitic park.(4) Designing the information system of Haian modern integrated logistics park, including system architecture design, system module design and system implementation. Analyzing management model, business model and profit model of the modern integrated logistics park. Based on the nature of the Haian area businesses and operating environment characteristics, we raising the management mode of modern integrated logistics park in Haian that the government and settled enterprises to form a joint venture to participate in.
