In the contemporary information society, being adopted pervasively among organisations, Information Systems remain controversial on its efficacy to business since the "productivity paradox" of IT was come up with. Some experts maintained IS would end up with being analogous to social infrastructural techniques whose ability to provide competitive edge got gradually vanished with ubiquity of use. With Regards to the notorious difficulty in examining IS with traditional quantitative methods, as well as the lag of the emergence of observable outcomes behind initial implementations, IS may find themselves hardly justifiable, which urgently calls for a comprehensive, objective and accurate way to system measurement.Three theories, resource and process based, and response-lag driver, articulate how IS create business values and bring sustainable competitive advantages from the perspectives of resource, time and uncertainty. Guided by the three theories, DeLone&McLean Success Model has been leveraged here as a framework for planning and design of system measurement. Besides, six concrete IS evaluation models have been articulated that are IS-Impact Measurement Model, IT User Acceptance Model, ITGAP Model, Business-IT Alignment Maturity Assessment Model, SERVQUAL Model, and Ethics Analysis Model qualitatively or quantitatively studying the IS-related issues such as IS quality&impacts, users’ acceptance of IT, IS decision-making rights allocation, IS department service quality, IS alignment degree, IS ethics, etc. Following the comparison among aforementioned models based on DeLone&McLean Model and model dimensions, staged comprehensive IS evaluation model has been elicited coupled with approaches to applying it. An exhaustive model set or tool kit has been provided to organisations.Based on DeLone&McLean Model, the article has found all the corresponding concrete models for each component of the model, and all the concrete methods for each dimension as well; enabling a more holistic IS evaluation. Meanwhile, instead of simply encapsulating the models, the article disassemblies the models, accurately removes or edits the overlaps between them, and combines the refined dimensions into a complete staged model, making the evaluation more consistent and effective. Further, Ethics Analysis Model has been introduced in this article. It has IS evaluation accommodate the ethical issues, social and political; confronted by users during their use of IT, which caters for the appeal for IS ethics by the whole current society.
