My thesis also tries to find out methods to solve the problems, starting with the idea of market regulation, team construction, regulation approach, supervising system and mechanism and relations between industrial and commercial departments and local governments. The key ways to solve the problems are as follows:1. In the aspect of internal system, straighten out the hierarchy, adjust mechanism set, and make the power down to primary-level apartments.2. In the aspect of ways of supervision, regional classified regulations were implemented within the jurisdiction according to the risk level.3. In terms of external relations, establish a good relationship with local government, improve execution ability and set up law enforcement authority. Through the above explorations, the primary-level industry and commerce department can further improve market supervision mechanism and promote proper performing their duties in order to better function the duty to supervise market, maintain the order of market economy and promote sound and rapid eco-social development.
