Tobacco Industry with monopoly system is an integral part of national economy, and important source of national finance. The core of Tobacco Industry is "monopoly franchise, vertical management, unified leadership", represents a kind of administrative power, which is implemented by government. Comparing the governance modes of tobacco industry in the world, the paper consists of five parts,.The introduction part introduces research background, research significance and research framework. The paper studies the change mechanism of tobacco industry with a force-resistance model, and the relationship between the resistance force and the interests is worth to study. Taking into account the strong resistance of interest group, the tobacco industry should take a progressive and mandatory way; It compares the international tobacco industry modes, the government and market are required to participate into the tobacco industry government, and results show that the government should be less applied and the market should be more applied. According the analysis, the tobacco can be summarized into four modes, such as fully market-oriented mode, market-driven mode, incomplete state monopoly and the complete state monopoly mode. And finally it concluded that tobacco industry governance mode should change from the current mode of complete state monopoly to market driven mode with government regulation.In the final part of the paper, it advances polices to reform and break complete state monopoly mode at the stage. The advances include separating the government form reducing administrative intervention of local government and adjusting the current tax system, to reducing the administrative intervention of local government, to establishing large local tobacco group, to promote the domestic tobacco companies to go out, to break the administrative monopoly of tobacco industry, to promote the reform of market-driven mode.
