Currently, in national economic development Small&Medium-sized Enterprises is becoming increasingly important, and has become one of the most active forces, and is a new growth point. At the same time SMEs also plays a booster engine role. Meanwhile, under the pressure of continious new improving profits, banks have to face high-quality Small and Medium-sized customers of the potential SMEs as a new profit growth point. However, the number of SMEs is large. And SMEs include large industries being both good and bad. Taking the risk into consideration, banks are very careful when doing business, so support is not strong.In recent years, government has repeatedly stressed to strengthen support for SMEs, the Banking Council has also asked commercial banks to develop credit policies for SMEs to increase support, so the banks need to increase research for SMEs to develop appropriate credit support programs, as soon as possible to solve the financing difficuties of SMEs. In the past, Jining CCB focused on large enterprises; and in recent years, we have gradually supported SMEs development, but business is slow, because there are more problems. It needs urgently to carry out special studies and propose a solution.This paper analyzes the SMEs financing market of Jining City in detail, applying market segmentation theories, comprehensive risk management theories, SMEs financing theories, and using interviews, literature reviews, comparative analyses, summary, theory with practice and other methods, and combines with the Jining CCB requirements of SMEs business development. And we presented the credit support idea "Some industries, customers need support, access, and some industries, customers need to control, exit; high-risk customers need to equip with low-risk products, low-risk customers need to provide with comprehensive products and services; different risk products require different business profits to achieve effective risk coverage ".The paper’s innovations is that on this basis, we designed the credit support program "customer-product portfolio management, customer-pricing portfolio management, customer-product-multi-dimensional portfolio management", according to the principles of "discrimination, advance and retreat"combinating with market segmentation, customer credit rating, products risk classification. This paper is divided into six chapters. In chapter1, it is introduction. In chapter2, it reviews the relevant theories. It introduces and analyzes market segmentation theories, comprehensive risk management theories and SMEs financing theories. In chapter3, it is the support situation of Jining CCB for SMEs, and analyzes the main problems of current credit support. In chapter4, it is the design of Jining CCB for SMEs credit portfolio, and put forward specific support programs. In Chapter5, it puts forward to preconditions for Jining CCB SMEs credit portfolio’s implementation and effective assurance measures. In chapter6, it includes conclusions and outlook.
