Line managers are the most cutting-edge group of the business management, and theymanage the operating production staff as the low-level management personnel. The first-linemanagement effectiveness is a whole reflection to measure the results scale and managementsystems of the management behavior of first-line managers, which is an important indicator toreflect and support the business management. Currently, in the theory and practice, there aremore concerns about the middle and high level management personnel in all types oforganizations, while the concern of first-line managers’ effectiveness needs to be strengthened.This paper selects the Guangzhou Baiyun Airport Co., Ltd as the sample for the study. Thecompany is the operation and management organization of one of the three major domesticaviation hubs-Guangzhou airport, and operation businesses involve aviation ground support,air transport services, aviation security guard, property business, catering, advertising andequipment maintenance. In recent years, the company stays in the track of healthydevelopment, but in the situation of the existing normative systems and evaluationmechanisms as well as explicit process responsibilities, the first-line management still hassome problems with adverse effects.This study is based on the background of the concern of the first-line managementeffectiveness for the development. The paper first defines the scope characteristics of thefirst-line managers of Baiyun Airport Co., Ltd, describes the status of first-line managementand operation, at the same time, it refers to the relevant literature study and the first-linemanagement practice of sample business to combine the management effectiveness offirst-line managers and management practice of human resource. With the reference toinformation collected by the questionnaire and the use of factor analysis and other statisticalanalysis methods, this paper explores the performance and short board factors of first-linemanagement effectiveness of sample business, shows the performance of human resourcemanagement of the practice of first-line managers as well as the support performance ofhuman resources management of subordinate units, verifies the covariance of human resourcemanagement and first-line management effectiveness, confirms the associated effectiveness ofhuman resource management practices of the first-line managers themselves and humanresources department management support to enhance the first-line management effectivenessand even the senior team organizational performance, and ultimately summarizes the mainproblems that the first-line management is facing.In close connection with the diagnosis of the problem, this paper bases on the principles to overcome the short board and play to its advantages, combs the basic ideas to enhance thefirst-line management effectiveness, and puts forwards improvement countermeasures of themanaging effectiveness of first-line managers in the Baiyun Airport: the establishment of aglobal management strategic thinking, promotion of institutionalized, systematic, andmeticulous management and team building; improvement of clear system; implementationand improvement of the comprehensive assessment system; improvement of supportperformance of human resources management of the secondary units, strengthening strategichuman resource management of the headquarters; optimization of the managementcommunication process; improvement of the professional training and staff training system;reasonable inspiration and guidance of the wishes of the first-line managers. It makes aconclusion in the ending and puts forwards the direction of improvement of the study.
