The Development Strategies Of Low-carbon Agriculture In Heilongjiang Province

With the growing problem of global warming; the great challenges to the sustainable development of human society.To develop low-carbon economy based on Low energy consumption n Low-pollution、Low-emission has become a social and economic development mode transformation of the inevitable choice. Agriculture is the second largest source of greenhouse gas emissions, develop low-carbon agriculture is an effective solution to address climate change. As China’s three pillar industries in agriculture, to reduce carbon emissions and to promote the construction of the carbon cycle plays a very important role. Low-carbon agriculture is the fundamental guarantee of a low-carbon economy and important areas, Therefore, agriculture must reduce emissions and contribute to the mitigation of climate warming. As the larger agricultural developing province, Heilongjiang Province now is in the face of low-carbon economic development model changes in its agricultural development, so the development of low-carbon agriculture is imperative.The article first did low-carbon agriculture-related research at home and abroad on the basis of analysis. Followed by the current analysis of Low-carbon agriculture in Heilongjiang Province.Innovative using AHP to analysis the restricting factors in developing low-carbon agriculture in Heilongjiang Province and the share of those restricting factors. The study has shown that main factors which restricting low-carbon agricultural development in Heilongjiang province are:the Government’s financial investment in agricultural, science and technology using in agriculture, agricultural infrastructure, farmers’education level and carbon market development. Finally, according to the constraints of Heilongjiang Province, the development of low-carbon agriculture corresponding proposed five factors,to strengthen the policy and finance guide; promoting the development and accumulation of carbon emission reduction agricultural technology; improving the agricultural infrastructure; cultivating and developing agricultural carbon sequestration market gradually; And improve the rural vocational education system;regulate the production behavior of enterprises and farmers; continuing to develop recycling agriculture, ecological agriculture and other related alternative agriculture, standardize management leisure and sightseeing agriculture and other eight provinces of Heilongjiang agricultural development proposals.
