Research On Evaluation And Strategy Of Sustainable Development Capacity Of Zhuzhou

Since the20th Century, as the accelerated process of industrialization, urbanization in the world, the city has become the most conflict areas of economic, social, population, resources and environmental protection, the sustainable development of the city is facing the most serious challenges. According to specific national conditions, China’s urban that have been high-speed propulsion by industrialization and urbanization are much higher development costs than the average of world, It’s not optimistic situation to ecology, environment and resource for the most of the city, combined with the enormous pressure that were reduced the carbon emissions that called for in the Copenhagen meeting to combat from the global climate change, therefore, It became the subject of much-needed research to conduct in-depth study of sustainable urban development, explore the contents of sustainable urban development, seek an effective way for the sustainable development of city, in order to solve the problems encountered. According to the frame of China’s urban development strategy, and in view of the more second and third cities that have been the fastest growing region of industrialization and urbanization in China, It is the great practical significance to study the sustainable development capacity which the second and third lines of the larger cities’ have.According to the basic theory of sustainable development, firstly, the paper had researched systematically to the progress and practice to sustainable development of the city at home and abroad, using the SWOT method, the paper had a detailed analysis to the advantage, weaknesses, opportunities and challenges of the sustainable development of Zhuzhou City. Then revising the sustainable development capacity theory and methods of index system that had been built for the foreign cities, The paper scientific construct to evaluation index system of sustainable development of Zhuzhou City in2009that have5sub-target layer and the27specific indicators that include of the survival, development, environment, social and human capital and so on, and then Dimensionless the data that was collected, calculate the weight of each index system by using the AHP method selected, apply to the Linear Weighting method and the Level of Urban Development Index Measurement Model that objective evaluated the capacity of sustainable development in Zhuzhou City. Finally, the paper proposes strategy that was explored based on the sustainable development capacity of the status quo in Zhuzhou City.The result shows that are0.3877about comprehensive evaluation index of sustainable development capacity in Zhuzhou City. According to the sustainable urban development capacity rating standard, Zhuzhou City belongs to the very common city on the sustainable development of the city comprehensive ability, Factors affecting the sustainable development capacity is the ability of four subsystems of sustainable development that are very common in Zhuzhou City. The viability index and social coordination capability indices are0.4389and0.4442, and the capacity of development and human capital support capabilities are0.1442and0.2277respectively; and its advantage is a high index of environmental support capacity that is0.8205.
