The real estate industry has become a pillar one of Chinese national economy after many years of development,which is an important engine of Chinese sustained economic growth, however,at the same time, there have been many problems in Chinese real estate industry. The prices of Chinese housing market continued to rise since2003has aroused widespread concern in society, the issue of controlling the price is not only related to the interests of the people, but also be related to the overall situation of national economic development. The current real estate tax policy has never been adjusted since1994, it has significantly lagged behind the development of the real estate market and it has been constantly asked to do some reform on the property tax policy.The article first analyzes China’s current real estate tax system, pointed out the problem of the current real estate tax system, leads to the theory of the concept of property tax and property tax revenue, the article also pointed out that the purpose of levy of property tax in China; then introduced the experience of property tax system in relatively mature countries and regions, and derive a number of reference and inspiration; and then sort out the issue of property tax levy, do some comparison and analysis of Shanghai and Chongqing City’s real estate tax reform policies, combined with Chinese actual situation on the property tax, design the elements of the tax system; in the end, standing on the point of the real estate market participants studied the impact of the property tax levy to the government, consumers and real estate developers. Hope that the ideas and methods presented in this paper could play a reference role for property tax policy formulation and implementation, and provide an understanding path of the property tax for the academia and industry.
