Economic theory and practice indicate that the state of the industrial structure and its adjustment have a marked impact on the economic growth. The reasonable industrial structure can promote the economical growth. The unreasonable industrial structure will hinder the economical growth. However, setting up the industrial structure which is proved to be reasonable in practical in some other regions, the difference among their economic growth is very big. So what industrial structure is reasonable? The analysis of rationality of industrial structure is of prime importance.This paper analyzes the relations of industrial structure, economic growth, comparative advantage. The reasonable industrial structure can promote the economic growth. The most effective ways of realizing regional economic growth is exerting comparative advantages. Factor endowments decide the formation of industrial structure and comparative advantage. The effective distribution and rationalized utilization of elements jointly decide the economic growth. So the author argue that in the mechanism of realizing the economic growth in a long time span regions, the rationality of industrial structure is related to comparative advantage. This paper proposes a new assessment standard about the rationality of the industrial structure is whether the district making use of the comparative advantage or not. Using the mathematical statistics method, and constructing a comprehensive comparative advantage deviation index to evaluate the industry structure’s rationality.Setting up the industrial structure of provinces, municipalities and autonomous regions in China as the research object, calculating the comprehensive comparative advantage deviation between2001to2010, ranking their rationality of the industrial structure result shows that the rankling of the middle, east, west in China is identical with their economic development except Ningxia province. The eastern provinces and municipalities’rationality of the industrial structure rank in the front. The relative lagging of economic development of the western region also rank in the last. The Middle’s provinces and municipalities’rationality of the industrial structure rank in the middle. Thus, the area whose economic development is well, its comparative advantage plays sufficiently, its industrial structure is more rational. At the last, setting up the econometrics model on comprehensive comparative advantage deviation influence on the economic growth, testing the feasibility of constructing industry structure rationality assessment standards and comprehensive comparative advantage deviation index. The empirical results show that the comprehensive comparative advantage deviation has a significant negative correlation, which is consistent with the view of this paper.
