Nowadays, facing the domestic telecommunication the increasingly fierce market competition, the main homogeneous telecom operators are generally face different degree of "delta difficult and income harder" problem of development. In the fierce competition, how to improve the economic benefit and how applying scientific management analysis method, realize the intensification of management and marketing, with high quality services to attract and retain customers, and expand the market share and compete in pole position, it is the domestic various telecom operators focus of concern. Therefore, domestic telecommunication operators are established by "operating analysis" as the core business decision support system, trying to the company daily management of important data to excavate and trim, summary and analysis and feedback, for the company to provide timely decision makers, managers at all levels of management decision making and adjusting accurate basis. This article is based on the KPI appraisal system research, and strive to effectively reflect the KPI key performance indicators factors driving the change, scientific, accurate, timely, effective data reveal the market management problem, discover market business opportunities and support strategy of art, and strive to make the decision makers to find problems in operations, thus making each item bank effective strategies, and performance management and on the lower level of the exchange to provide an objective basis, make decision-making layer is committed to the performance of the largest impetus management aspect, so as to win in the competition, to achieve maximum performance.
