Social Medical Insurance Under The Perspective Of Government Responsibility

Discussion on the responsibility of government is the origin of constructingresponsibility government which is a key point to handling correctly the relationshipbetween the government and the market and also to government reform.As a hot topic, researching government’s responsibilities become focus toscholars who studying in different subjects and areas. This is the transition period,and the government’s responsibilities include not only infrastructure but alsointangible product, such as System, rules, regulations and policies. And then,capacity of optimizing the allocation will be realized, and innovation will bepromoted.Social medical insurance is a part of social security system that is one of theimportant manifestations of government’s consciousness of responsibility. Undersuch circumstances, researching on government’s responsibilities from an Angle ofSocial medical insurance is propitious to the function change of government.From the visual angle of social medical insurance, this thesis adopt aninnovative research method combining the study patterns of related branches ofpublic management, politics, statistics, operations research, trying to analyze thesituation of social medical insurance system in the city of Kunming.The thesis analysis based on some theories which involves equity theory,new public service theory and market failure.According to literature search,aframework that will be constructed. Setting up an overall quality evaluation systemto measure the implementation of government, which employs analytic hierarchyprocess and blurring evaluation.And then "insured satisfaction investigation list"(inthe form of questionnaire) is distributed and called back. Depending the statisticalanalysis on the questionnaire, at last, aim to solve Kunming’s problem.The major conclusion of this thesis are as fellows:(1) Absence of governmentresponsibilities induced by social circumstance.The reason is both misbehave by government and unmerited social attitudes.(2) The government’sperformance of a duty is far from perfect. Some measures are presented. Firstly,government should emphasize the main role of itself in social medical insurance, andpromote a unified social health insurance law as soon as possible. He should designinsurance policies with people-oriented, and enhance the fairness and flexibility.Secondly, government should emphasis responsibilities on social management andpublic service, should strengthen both the sense of service and social satisfaction. Heshould strengthen the security of the fund and increasing the value of it. And also, heshould encourage the commercial health insurance institutions operatingsupplementary medical insurance, government should strengthen the supervision ofinsurance programs, too. Thirdly, government should emphasis on resourceallocation and the steady development of economic and social responsibilities ofgovernment departments. He should increase the tilt of the funding for vulnerablegroups and poor regions and the grass-roots community health agencies.And thengovernment should optimize the tax structure to improve the efficiency of industryservices.
