With China’s urbanization, industrialization and urban-rural two dual economicand social structure, the issue of migrant workers is integrated product of political,economic, social,which is concomitant and prominent social problem with migrantworkers phenomenon. The new generation of migrant workers is a new generationinthat grows up under Reform and Opening-up, the new generation of migrant workersissues (especially the problem of employment) is the new phase in the continuation,expression and development of a traditional problem of migrant workers,December31,2009issued by the" CPC Central Committee and State Council onbalance urban and rural development to further solidify the foundation for agriculturaland rural development certain opinions",the central file seventh pay close attention tofarming in the new century, A file is first put forward this one concept " the newgeneration of migrant workers ", emphasize that solve the new generation of migrantworkers issue be placed on a strategic height, so how to solve these problems iscurrent new difficultity.Along with the urban and rural development strategy, the implementation oflabor force market gradually perfect and city change to accelerate development,recessive and unemployed dominance trend will be more clear,solve the problem ofemployment of migrant workers will be a long-term and arduous task.The study ofnew generation of migrant workers employment problem has a certain theoretical andpractical significance that helps to control unemployment poverty and narrowing theincome gap and advance a city to change and promote social stability, At the sametime, the analysis of perspective on China’s economic transition in the systeminnovation research has certain theory valueThis paper is based on employment theory which proceed with system analysismethod, elaborating the oretical reason of " labor shortage",and put forward that weshould from the perspective of new generation of migrant workers to understand the"labor shortage" phenomenon.Taking Yunnan Province as an example, analyzing the generation of migrantworkers employment behavior in Yunnan Province, and put forward employmentcountermeasure and policy proposal of new generation of migrant workers that based on age protection, occupation training, entrepreneurial environment, employmentservice system, system innovation.The main purpose of this paper is an empirical study on the main factors whichinfluence the new generation of migrant workers employment.and provide the basisfor solving the new generation of migrant workers employment problem andimproving the employment stability for new generation migrant workers.
