The Research On Evaluation Of Economic Development And Countermeasures For Transformation Of The Mode Of Economic Development In Hunan

Since the reform and opening, the economic and social development in Hunan hasmade great achievements. But with the ascension of the stage of economic development,the expansion of economies of scale, and the changes of domestic and internationalconditions, the contradictions and problems of traditional development approach isbecoming more and more prominent, which not only restricted the steady and sustaineddevelopment of the national economy seriously, but also has a negative effect on socialharmony and stability. The shortcomings of the existing economic development in Hunanand the influence of the capability to sustainable economic growth is exposed by thecurrent financial crisis, which also highlights the necessity, the importance and the urgencyof transformation of economic development. It is to say, no achieving real change in theway of economic development, no truly sustainable and stable economic growth.Based on the open economic background, the paper firstly reviews the transformationof economic development research situation at home and abroad, clarifies theachievements and the shortcomings of existing related studies, clears and definites theresearch space and research directions of this paper. Secondly, the connotation andcharacteristics of the transformation of economic development is clarified in this paper,and it reviews the related theory of transformation of economic development (includingthe structure of demand theory, theory of industrial structure adjustment, science andtechnology innovation theory and the sustainable development theory), whereby weobtains four conclusions. Once again, in accordance with the principles of scientific,holistic, dynamic, operational, from the four dimensions of demand structure, industrialstructure, technological innovation and sustainable development, it constructs a evaluationindex system of economic development in Hunan, which includes18secondary indicators.Then,using mainly the principal component analysis, the paper evaluates economicdevelopment in Hunan from2000to2009.The results show that there are many problems,mainly including unreasonable demand structure, irrational industrial structure, lowtechnological innovation level, non-sustainable development and so on. And then itanalyses empirically economic development in the Hunan province and13prefecture-levelcities by principal component analysis and cluster analysis. The results show that we hadachieved some success in economic development of13prefectures in Hunan, and theresults also show good development trend in Hunan. However, the development is uneven throughout the province, the uneven development and it can be divided into four categories,and each category has its own characteristics and problems. Finally, it sums up thetransformation of economic development experience of the United States, Germany, Japanand South Korea, from which we can get some enlightenment to Hunan. According to thetheory and empirical analysis results, through the combination of deductive methodcountermeasure research, it puts forward some suggestions of transformation of economicdevelopment in Hunan from four aspects.
