The Research On Public Supporting Policy Of Promoting Industrious Low-carbon In Zhuzhou City

Contract: In the past hundred years, the massive emissions of greenhouse gasescaused global warming, then seriously threaten the security of agriculture, food, water,energy, ecology and public health. In addition, global warming has a direct threat tohuman survival and development. In this context, low-carbon development hasbecome the only way that human being should take to cope with the crisis of globalwarming, reduce greenhouse gas emissions and achieve sustainable economic andsocial development. Low-carbon industry consisits of low-carbon high-carbonindustries, low-carbon production technologies and carbon trading industry. Eachcomponent has its own low-carbon industry standard and consists of the relatedenterprises that achieve low-carbon standard. Such enterprises produce low-carbonproducts, and then obtain a certain amount of operating profit. Besides, around thelow-carbon products to form a large number of industrial chain, thus these enterprisesform the effect of economies and achieve the industrialization of operations. Thedevelopment of low-carbon industries is not only conducive to the balance ofeconomic growth, environmental protection, the improvement of the planet’secosystems, the promotion of the optimization and upgrading of industry and thereduction of environmental pollution; but also conducive for China to enhance theresilience and capacity for sustainable development in the face of climatic andenvironmental changes.Zhuzhou is the central industrial city in China, as an important part ofTwo-oriented society resource-saving and environment-friendly comprehensivereform test area, the Government has a responsibility to actively explore innovativepublic policies to promote the development of low-carbon industries, promoteindustrial low-carbon research. In this paper, through deep research on theconnotation of a low-carbon industries, domestic and international low-carbonindustrial development situation and development direction, combined with thecurrent status and effectiveness of the development of low-carbon industries inZhuzhou City, we carried out a feasibility analysis on the topic of promotinglow-carbon industrialization in Zhuzhou city, with the analysis on the advantage ofthe development of low carbon industry in developed cities, the developed countriesand the domestic part. At the same time, on the basis of the existing theories andsupport policies in domestic cities and abroad, we think that Zhuzhou City should needs take a lot of means, such as finance, taxation, industrial incentives, landprotection, technological innovation, human resources support, and many other means,innovation policy to support the service system, and develop a lower carbonation,high technology, sustainable development path, in order to shape the new round ofdevelopment advantages,In this paper, we did a lot of comparative study and empirical analysis. By thecomparison with support policy of the relevant cities at home and abroad, I proposedthat, current policies of Zhuzhou are insuffient, inadequate, and we should buildindustry low-carbon policy support system, in order to speed up the pace of “twotypes” social construction. Then I proposed how to give full play to governmentguidance and market mechanisms, how to make plans for the industrial layout,strategic focus, strengthen policy support, and how to provide a strong guarantee forthe low-carbon industrial development.
