Differences And Influencing Factors Of China’s Industrial Environmental Efficiency

With the continuous development of China’s industrial, environmental andeconomic contradictions become increasingly acute. Sustainable economic growthneeds continually improvements of environmental efficiency. Environmentalefficiency evaluation in order to promote the enhancement of environmentalefficiency, is a rich theoretical and practical significance.This article firstly systematic introduces the environmental efficiency from thetheoretical aspects of qualitative analysis, and tells the impact factors&formationmechanism of the environmental efficiency. The environmental Kuznets theorypoints that environmental efficiency factors include three aspects:the economic level,the institutional level,regional level.The author expands it by adding the social levelfactors,which include people’s awareness of environmental protection,Socialenvironmental monitoring.Secondly, the following analysis is based on panel datas of36industries during2001-2010. With the SBM model,the author estimates the industrial environmentalefficiency in the case of consideration of environmental&energy factors.The resultsshowes that the environmental efficiency of the various sectors of China’s industrialdevelopment is not ideal, only a few industries with advantages in resources andpolicy advantages of relatively good environmental efficiency.The comparative analysis about efficiency is done, in the case of neglect on theenvironmental or energy factors. The results show that the industrial economicdevelopment efficiency, which does not consider the environmental or energy factors,is significantly larger than the environmental efficiency, which is calculated under thesame conditions,but considering environmental&energy factors. Hence, the inspectionabout industry indicators can not simply only include economic indicators, but alsocomprehensive analysis environmental factors.Otherwise, we may have erroneousefficiency information to management and decision-making.Thirdly, the author used the Tobit regression analysis quantitatively measure thefactors and its impact influencing the efficiency. The results show that the proportionof GDP, per capita GDP, the proportion of tertiary industry, energy consumption perunit of GDP, the proportion of investment in the treatment of industrial pollution,trade dependence, foreign dependence, the urbanization rate, population density, regional dummy variables are all important factors to environmental efficiency.Theper capita GDP, the proportion of tertiary industry, foreign dependence, regionaldummy variables play positive roles in promoting environmental efficiency;whiletrade dependence, population density and per unit of GDP energy consumption,improvement of environmental efficiency presents a negative impact.Finally, this article summarizes and puts forward corresponding countermeasuresand suggestions to the improvement of China’s industrial environmental efficiency.
