| The request to construct ecological civilization was put forward by General Secretary Hu Jintao in the report of the party’s seventeenth conference. It is another goal of the Communist Part of China after the constructions of material civilization, spiritual civilization and political civilization. It is the inherent requirement of building a moderately prosperous society in all aspects and a harmonious society, as well as the fundamental way to construct the socialism with Chinese characteristics. As an independent civilization form, ecological civilization is a theoretical system with rich connotations, covering many aspects such as political, economic and cultural ones. The construction of ecological civilization not only is the practical needs of China’s development, but also accords with the objective requirements of the development of the human civilization.Changsha Dahexi Pioneer District is a forerunner in the experimental area of comprehensive reforms coordinated with two-oriented society construction in Changzhutan city cluster, for which the construction of ecological civilization construction should be the priority. To plan and construct Pioneer District at a high starting point is the urgent need of the implementation of national plan as a whole to regional development strategy and the exploration of comprehensive reforms coordinated with two-oriented society, an important way to enhance the radiation function of Changzhutan city cluster and to explore an endogenetic model for economic development, a supporting platform to promote the striding development of Changsha and to take the lead in basically building a well-off society there. It is of great significance in both the realistic and strategic senses.This thesis embodies four main ideas. Firstly, it is about the fundamental problems in the construction of ecological civilization, which include mainly the scientific connotation and basic features of ecological civilization and the basic connotation and main content of ecological civilization construction. The second point is about the theory basis of ecological civilization construction in China, which is illustrated from three aspects, i.e. historical origin, reasonable reference and scientific guidance. The third one is about the analysis of the present conditions of the ecological civilization construction in Changsha Dahexi Pioneer District, which is expounded in some aspects, such as the general introduction to its construction, the present situation of the construction of its ecological civilization, the investigation on restriction factors in the construction of ecological civilization in Pioneer District, the relationship between the construction of ecological civilization of Pioneer District and that of Changsha and China, etc. The last idea is about the selection of path to strengthen the construction of ecological civilization in Changsha Dahexi Pioneer District. The way to choose a path is explained in three aspects, i.e. The practical needs, value needs and exploration demands in the construction of ecological civilization in Pioneer District, while the specific measures to strengthen the construction of ecological civilization in Changsha Dahexi Pioneer District is explained from five aspects. The innovation point advanced by this thesis is that a new model of constructing ecological civilization in Changsha Dahexi Pioneer District is proposed to promote the construction of ecological civilization in our country. |
