A Study On The Optimization Of Industrial Structure Of The State-owned Enterprises In Jining City

The17th National Congress of Chinese Communist Party made it clear that accelerating transformation of the state-owned economic development model, together with promoting the upgrading of the industrial structure, is the urgent and significant strategic task of the national economy. In China, the basic economic system of keeping public ownership as the mainstay of the economy and allowing diverse forms of ownership to develop side by side makes the state-owned economy the dominant force of the national economy. While the state-owned economy realized mainly in the form of state-owned enterprise, the state-owned enterprise, as an important pillar and backbone of the national economy, should play a leading role in the process of accelerating the transformation of economic development and promoting the optimization and upgrading of industrial structure. After years of efforts in reforming and developing of state-owned enterprises in Jining City, the state-owned economy maintained steady growth, and its leading position in in traditional industries and public services has been further consolidated. But there are still many problems that restrict economic development, and the task of industrial structure optimization is arduous.In this article, the author takes the industrial structure of the state-owned enterprises in Jining City as the research object. On the basis of analyzing both the theoretical and practical basis for optimization of industrial structure of the state-owned enterprises, the author studies on the current situation, existing problems and the causes of industrial structure of the state-owned enterprises in Jining City, and accordingly puts forward the principles, orientation and guarantee measures for state-owned enterprises in industrial structure optimization.The main content of this article are as follows:In the first chapter, stating the studying background, related and current researches on the same subject home and abroad, and the main content of this article. In the second chapter., providing the theoretical basis for optimization of industrial structure for state-owned enterprises in Jining City by applying the theory of Market Failure, Public Production and the Function of the Government as well as analyzing the dual characteristics of state-owned enterprises. In the third chapter, giving the realistic basis for optimization of industrial structure for state-owned enterprises in Jining City on the study of historical evolution of industrial layout and structure of Chinese state-owned enterprises, the opportunities and challenges faced by Jining state-owned enterprises in optimizing industrial structure under the new situation. In the fourth chapter, making analysis on the current situation, existing problems and the causes of the industrial structure of the state-owned enterprises in Jining City. In the fifth chapter, putting forward the principles, orientation, and guarantee measures in industrial structure optimization for state-owned enterprises by taking note of the advanced experiences of some developed countries. In the last chapter, summing up the main conclusions of the research and pointing out the problems that need further studies. Through the overall research and analysis, this article aims to be somehow helpful in promoting the transformation of economic development, optimization and upgrading of the industrial structure of Jining, thus to advance the reform and development of state-owned enterprises and realize the appreciation of stated owned assets.
