In this paper, through the analysis of the theory of contract energy management, theadvantages of energy-saving projects, China’s huge energy-saving potential of central heatingsystem and the current forms of energy, it can be found that the use of contract energymanagement system in technical innovation of central heating could dig out the ability ofenergy-saving. As China’s market mechanism is not perfect, some measures should be takento solute the barriers in domestic development from the national policy (including energy,economic, financial etc.), energy customers, and energy service companies three areas.According to the problem of domestic central heating system some modification measurescan be explored (such as the two frequency conversion, climate compensation, timepartitioning), and the climate compensation calculated curve can also be deepened, as well asthe computer program.Through the use of contract energy management in actual cases, the analysis ofeconomic feasibility on energy-saving projects is the focus point, including profitabilityanalysis, solvency analysis and sensitivity analysis. To analyze investment recovery periodand the net present value of growth rate under different energy saving and sharing proportion;to explore the optimal revenue sharing form of energy-saving service company; and toanalyze the impact factors on the net present value, operating income, investment, the criticalpoint of operation cost three main factors and the respective sensitivity coefficient. Then findout the most sensitive factors.Finally, according to the situation of energy market and the actual cases somesuggestions about the contact in the process of MEC implementation, avoiding sensitivefactors and the internal and external environment are put forward.
