With the development of market economy and the forest right system reform’spromoting, as the main force of forest construction, famers face all kinds of risks from natureand humanities in the forestry production and management process. For avoiding risks andensuring farmers’ production enthusiasm, to promote the healthy and sustainable developmentof forestry, forest insurance is put on the agenda. At present our country has nine provincesset up forest insurance, because of income level, cultural differences, ideas’ influencing, forthe needs of forestry insurance there are many differences among farmers. Shaanxi has yet todevelop policy forest insurance, but it’s just a time problem. Based on this background, thepaper selects Shanxi as the research object, using survey date to analyze the influence factorsabout farmers’ willingness to participate in forestry insurance, has important practicalsignificance.The paper first discusses the forestry research’s background and significance, andsummarizes the theory and empirical studies’ research status, puts forward the research ideaand method and points out that the difficulties and innovations. Then analyzes the history ofChina’s forestry insurance, the situation of forestry economy and forestry insurance, thenfrom the system level, market level and theory, technology level to analysis the problemsexist in forestry insurance development. Meanwhile summaries the characteristics of forestryinsurance, expounds the externality theory, public goods theory and information asymmetry theory. Thirdly with the investigation data does the descriptive statistics of factors that mayaffect the farmers’ willingness to participate in forestry insurance, analyzes the factors’ degreeof influence by logistic model, the result shows that the family labor force, whether someonemigrant workers, economic forest area and whether heard of forestry insurance and thenumber of migrant workers have significant effects. At the end got that develop forestryinsurance in Shanxi province is coming, find out the influence factors is the premise. At lastgives the measures should be taken: does prophase research and broadcast, constructs thelegal system and financial support system of forestry insurance, strengths government publicfinancial investment, explores appropriate pilot plant.
