EU is the second largest forest products consumers in the world after America, with strongsense of environmental protection, and they have developed a series of measures to combatwith illegal logging and relating trades. Europe is the second largest forest products exportmarket of China, it is significant to enhance research on EU’s policies of forest productsforeign trade for promoting smooth development of China’s forestry foreign trade. Someanalytical methods such as literature search analysis, case analysis, SWOT, comparative andcomprehensive analysis are used in the thesis. The background, objective, significance,contents, implementation steps, actual progress of Voluntary Partnership Agreement (VPA) anddifferent attitudes from different parties to VPA are described on the basis of overviewing EU’smeasures to combat with illegal logging and relating trade, including timber governmentprocurement, Forest Law Enforcement Governance and Trade (FLEGT) action plan, especiallysigning VPA with forest production countries, and issuing Timber Regulation which will beimplemented on3rdMarch,2013. The inspirations to China are discussed after case analysis ontimber production countries (Ghana and Malaysia) and processing countries (Vietnam), whichare China should strengthen research on VPA, carry out cooperation and communication ontimber legality with EU and develop our own forest products foreign trade policies actively.Our countermeasures to VPA are addressed on the basis of analyzing strengths, weaknesses,opportunities and threats of China’s forest products foreign trade, which are China shoulddevelop multi-level forest resources management system, enhance management of timbersupply chain, and achieve different forest certification schemes to accept each other. Thesefindings will have great reference value for combating with illegal logging, adjusting strategiesand developing related policies of China. |
