From2003, the Chinese government began to adopt land policy to regulate and control macro-economic, hoping to stabilize the operating conditions of macro-economic under the coordination of fiscal policy, monetary policy and land policy. At the same time, land policy began to have an effect on all aspects of China’s macro-economic. In regard to the real estate market just rising in2003, the land policy also played a huge role. First, for the particular circumstances, the public ownership of land determines the land can be used as a tool of the government to produce an effect on the real estate market; Second, land is the most important elements to constitute the real estate market, the introduction of the land policy is undoubtedly the most profound impact on the real estate market. However, making a general survey of the land policy formulation and implementation on the real estate market as well as the effects of policies these years, we can see that land policy stacked up many issues, and it did not play its due role. From the year of2003to2012, the words "prime site","high price" provoke the people’s nerve constantly in real estate market. In this context, the article conducts research on the land policy in the macroeconomic regulation and control of Chinese real estate, expects to straighten out the real estate market in land policy formulation, implementation and monitoring process to solve the problem of land policy in the regulation of the real estate market, fully play its due role. The introduction of this paper explains the significance of the topic, the research situation of the relevant literature, and main research methods.Chapter I introduces the boundaries of this study to define the concept and scope of the land policy, analyzes the objectives, the implementation of subject and object, the role of policy instruments as well as land policy transmission mechanism. Meanwhile define the land policy in the scope of real estate to analyze.Chapter II threads by the time to longitudinal analyze development history of land policy in the regulation of real estate. Land policy has been involved in the real estate market since2003.Land policy from2003to2004mainly focuses on the regulation of land in the development zone; and from2005to2007, the main task is to control prices;2008-2009years, the land policy has experienced fluctuations in the financial crisis, which led to another round of high house; since2010, the land policy has emphasized on adjustment of land supply structure, it has played the role of stabilizing housing prices especially in reducing supply of commercial housing and increasing guarantee room.Chapter III, the thesis concludes the problems exposing in the regulation of land policy since2003, which include:the Hawed land transfer system, the immethodical land revenue and finance, as well as the land policy itself has a hysteresis quality, and meanwhile lacking of effective supervision.Chapter IV probes into the reasons for these problems. Compared to the Chronological analysis of second chapter, this chapter analyses why the land policy is ineffective in horizontal, which derives from the conflict of interest between the central government and local government.The last chapter put forwards the measures of implementation according to the problems concludes from the thesis. The most essential is to identify local government functions, constrain local government actions. Second, improve land transfer system, land revenue and financial system, meanwhile strengthen market monitoring, perfect the basis of land regulation, and strengthen supervision and management of land policy. Third, intensify land policy tools and improve the system of bidding and auction. Ultimately, improve the related laws and regulations, creating a favorable legal environment and stringent regulatory environment.
