Development Zone is the leader in technological progress, the scale of increments and optimization the allocation of resources, its economic strength should not be overlooked. Facts have proved that the accumulation of economic development zones is helpful for regional economic development, like industrial upgrading and to intellectual support and technical support. With enhancement of China’s international status, the Development Zone has gradually become a incubator of high-tech and a cradle for foreign investment. In the process of economic development, the Development Zone play an irreplaceable role, but as weak management of the Development Zone land, there are problems of big planning but small use,high infrastructure investment but low-effective output in it. With the opportunity of20th anniversary of the National Economic and Technological Development Zone District, the land management department proposes to "stick to the land intensive use and rational use "as the development goals in the China Development Report of the National Economic and Technological Development Zone in2004. In the background of tight land-use policies of this country, how to deal with the contradiction between economic growth and limited land resources has become a pressing problem to the Development Zones of Hubei Province.Start from the intensive land use theory, comprehensively study of domestic and international research results, explain the connotation of intensive land use, land rent theory, land of diminishing returns theory, sustainable land use and other related theories. and lay a theoretical foundation for following research. About research methods, this paper chooses the way of non-parametric analysis—Data Envelopment Analysis and Malmquist Index analysis, and selects16cities’ Development Zone land panel data in Hubei Province of2006-2010for research. The results show that:(1) Development Zone of Hubei Province, the land-use efficiency is0.749, indicating that the intensive use of land has a big room for improving significantly.(2) As to non-DEA city, it exists labor and capital input redundancy for a long time, the land resource utilization is not inefficient in the Development Zone, which results in the overall efficiency.(3) Other Development Zone’s land use efficiency level in city circle of Hubei Province is lower than the average level of Hubei Province, there are a lot of room for improvement.(4) The average value of TFP in Hubei Development Zone is1.116, which is growing year by year, the growth rate, technological progress has played a significant role in promoting TFP growth.(5)Comprehensively development of each element is a protection for Development Zone’s intensive land use.To above results, give the following recommendations:(1) to establish the concept of smart growth, control of the Development Zone’s scale.(2) enhance science and technology, and promote the elements of reasonable input.(3) increase personnel recruitment system, upgrade to all the elements of conversion ability.(4) strictly management land-use planning, and actively guide the Intensive land use.
