Resarch On County Economic Development Incentive Policies Based On The Needs Of Subject

Recently, Chinese economy and society makes overall development and Chinese well-off societyconstruction has achieved gratifying achievements under the principle of scientific development conceptand constructing the harmonious society. However, the difficult and key task of well-off societyconstruction is still in rural, especially the rural in county. There are some important reasons for vigorouslydeveloping the county economy and society. County developing is the linkage of urban-rural joint, the basiccarrier of constructing the well-off society, the main pathway of solving “three-rural” issues, and thefundamental choice of urban-rural coordination development. At present, based on learning from thewestern regional economic theory Chinese scholars positively participate in the research of land useplanning, regional planning, economic region division and resource exploitation. With the elevated statusand highlighted problems of county economic development, the government and scholars put moreattention on study of basic problem, competitive evaluation, economic development model and policysuggestions of county economic development. There is new research orientation on county economicdevelopment from the perspective of need and stimulation. Though there are some researches on need andstimulation from the field of science, economics and management science, there are fewer researches onlaying down stimulation measures on improving the different subjects’ enthusiasm and economicdevelopment motion to promote the county’s economic rapid development.Making Henan province for a study case, according to the factors analysis method, this papergives a systematic research on108counties economic development, makes108counties classified indeveloped, medium and underdevelopment counties, proposes the different subjects’ stimulationsuggestions based on the related stimulation theories such as need level theory, ERG theory, achievementneed theory. Some conclusions can be shown that the underdeveloped counties stimulation need is in alow-level, medium and developed counties is in a high-level from the survey investigation. From differentinterest subjects’ need research, we find that financing, technology, wealth information is the urgent needfor farmers, financing, land use approval, tax support is pressing need for enterprises, technical support,financial support and industry upgrading is the main need for industry department, expanding the power,promotion and reward is the urgent need for decision-making managers. Though the evaluation results of108counties, we design different development measures fordifferent levels counties. Firstly, we make up different stimulation models, for example, theunderdeveloped counties can make the mode of agricultural industrialization, labor export and eco-tourism,the medium counties can make the mode of crating industrial clustering and developing eco-agriculture, thedeveloped counties can make the mode of developing the innovation system, high technology industrialcluster and upgrading the industrial structure. Secondly, we propose the coordination stimulation mode. Thesame level counties can mutually support and coordinate according different resource condition, economicdevelopment level and scale, for example, establishing the coordination mechanism to reduce theduplicating investment and enlarging the capital, technology, labor support of undeveloped counties fromdeveloped and medium counties. Thirdly, the underdeveloped counties can vigorously develop theeco-agriculture, provide vegetable, eggs, milk and food for developed counties, promote different levelcounties integration to make Henan province overall development. The different level counties’ stimulationmeasures can provide some references and guidance for promoting the rapid development of central plaineconomic region.This paper gives some useful stimulation suggestions and countermeasures for different level countiesbased on need and stimulation theories. However, there are some limitations of county economic typedivision and investigations counties selection, which will be focused and improved in future research. Firstof all, there are some limitations in the division of county type and the selection of investigated county,which cannot be fully representative of the whole of development types. Secondly, it also needs do furtherresearch to certain the main samples based on microscopic investigation whether or not belong to thenormal distribution. Finally, there are more statistical description of incentive polices and fewerquantitative models in this paper. The further research will be focused on the mentioned weakness above.
